Believes to be an old early work by Navajo silversmith Billy Jaramillo in New Mexico.  Navajo jeweler, Billy Jaramillo, is known for bold designs which incorporate colorful high quality stones and substantial, chunky silver-work. He is the son of the well-known silversmith, Ray Jaramillo. Billy lives and works in Rio Rancho, New Mexico. Some years ago I spoke with Billy.  He started some 40 years ago. The earrings design is popular in fine bracelets and necklaces.  Do some Internet research and see.
